JOEL D. MARTIN A meteorologist and career officer in the United States Air Force with more than 35 years professional experience, Joel has maintained a life-long hobby of nature and aerial photography. Martin now lives in Norman Oklahoma and remains active as chief meteorologist for a solar-powered airplane company. From 2004 to 2011 Martin served as an Associate Vice President and Senior Staff Fellow at the University of Oklahoma where he established a radar data operation for the Nation and coordinated The University's military outreach efforts in association with OU Outreach and the College of Continuing Education. Before going to OU, during 2003, he served as vice president for business operations & marketing at IPS MeteoStar in the Denver area — the leading weather software and workstation engineering company. In the Air Force Martin served from 2000 to 2003 as chief of the Pacific Air & Space Weather Division in Hawaii. He also served as a director of the Pacific Air Operations Support Center and as commander for an Air Expeditionary Group to Thailand in May 2002. From 1999 to 2000, Martin served as commander of the 26th Operational Weather Squadron, with the Mighty Eighth Air Force, at Barksdale Air Force Base in Louisiana. He also has served at the Pentagon as chief of Air Force and Army weather resources for Air and Space Operations, where he served as a leader on the Air Force Weather re-engineering team. During his Air Force career, Col. Martin developed an extensive background in leadership and management, pioneering military use of statistical process control and process-improvement methods. As an officer aircrew member, he logged more than 700 flying hours in WC-130 “Hurricane Hunter” aircraft, including incursions into four hurricanes and nine typhoons. Born in Hobart, Oklahoma, he is a fourth-generation Oklahoman, living in Cordell, Shawnee, Lawton, and Norman, Oklahoma before embarking on his Air Force career. He is a 1972 graduate of Shawnee High School. He earned a bachelor of science degree in meteorology and was commissioned as an officer through the University of Oklahoma’s Air Force ROTC program in 1977. He earned his master of science degree in tropical meteorology in 1988 from Colorado State University. Additionally, he is a graduate of Squadron Officer School, the Air Command and Staff College and the Air War College, at Maxwell Air Force Base, Alabama, and a 1999 graduate of the Air Combat Command Squadron Commander Course. Colonel Martin received numerous honors during his career in the military, including the Legion of Merit, Meritorious Service Medal with five oak leaf clusters, Joint Service Commendation Medal, Air Force Commendation Medal with one oak leaf cluster, and the Air Force Achievement Medal. Martin also received the American Meteorological Society’s highest award for public service when he received the Francis W. Reichelderfer Award for distinguished public service contributions by personnel of the weather services in January 1991. He is married to the former Elizabeth Roberts of Minden, Louisiana. She is a former newspaper editor and also an avid hiker and photographer. She continues work as a professional book editor. Elizabeth and Joel share interests in advanced canine studies, with a Golden Retriever named Roux!
